The ultimate goal of HDO is to assists the vulnerable rural people economically to develop their greater organization through mobilizing their skill and local resources, so that they may active a sustainable human and socio-economic development for the improvement of the living standard.

The people of HDO have agreed on a set of values as guiding principles to establish a favorable. Internal environment and thus contribute to the defined mission. The staff members will Practice mutual respect at work place and the organization will evaluate on its staff members.
Performance. Participatory decision-making will be continuous process. Free sharing of experience view and information will create a sound basis for organizational decisions. Cooperation rather than destructive competition will govern inters personal behavior. The rule January 2000 and regulation will apply equally for all HDO will encourage self-
initiative based sense of responsibility. The Team Leader will maintain the proper chain of command. Discipline and the attitude of a development worker will guide the individual behavior at work place. Self-criticism and honesty will be comer's tones of staffs behavior as well. All staff members will use the resources economically and set for sustainable development of the institution. The staff members will consider the organizational issues as strictly internal. They will remain conscious of gender sensitive behavior both at work place and out site.
Objective
- To mobilize and empowering the poor in the rural areas in order to get socio- economic development in the community.
- To identifying the people in those aspects of problems to which solutions can be found.
- To organizes groups from the poor within below poverty level. The members of those groups have similar occupations.
- To works towards removal of causes of poverty and power differences and improve the understanding and knowledge regarding the difference of labor.
- To promote ecologically sound agriculture, social forestation and fisheries development.
- Establishment of own resources to increase income for the sustainability of the organization.
- To drive away the illiteracy from the community through implementing the Non- Formal adult and child education.
- To strengthen the capacity of the community people in institution building and group savings, to take collective initiative, to alleviate poverty of community people through income and employment generation.
